Tourism Operation License in Turkey: A Guide for Hotel Owners
Any hotel or guesthouse with a municipal permit in Turkey must obtain a tourism operation license from the Ministry within six months. The license types, how to apply and the online listing rules.

A tourism operation license (in Turkish, turizm işletmesi belgesi, often called the "Ministry license") is the certificate Turkey's Ministry of Culture and Tourism gives a hotel, guesthouse or other tourism facility once it meets the standards in the relevant regulation. If you run accommodation with a municipal permit, you must obtain it within six months of the permit date. You apply online through e-Devlet. This article is general information, not legal advice.
Who this is for
You may be a foreign investor buying a small hotel in Kaş, a couple turning a stone house in Cappadocia into a guesthouse, or a manager running a property for an overseas owner. In each case the same question comes up early: "We have the municipal permit, so are we allowed to operate?" For accommodation the answer is no, not on the permit alone.
The legal basis
- Tourism Incentive Law No. 2634 (text in Turkish), Article 5: accommodation businesses with a municipal workplace permit (işyeri açma ve çalışma ruhsatı) must obtain the Ministry's tourism operation license within six months. Since 2023 the deadline has been six months; before that it was one year.
- Regulation on the Qualifications of Tourism Facilities (Presidential Decision No. 1134, Official Gazette 1 June 2019, issue 30791; text in Turkish): sets out the facility types, minimum standards and the application process. Many websites still quote an older 2005 regulation that is no longer in force.
The regulation defines a tourism business as one run by Turkish or foreign real or legal persons (Article 4), so being a foreigner does not in itself rule you out. How you hold the property, set up a company or get work permits are separate questions to take to a local lawyer.
The licenses at a glance
| License | When it applies |
|---|---|
| Tourism investment license (turizm yatırımı belgesi) | While the facility is being built or renovated |
| Partial operation license (kısmi turizm işletmesi belgesi) | When part of the facility is open and meets the standards |
| Tourism operation license (turizm işletmesi belgesi) | When the whole facility is open and meets the standards |
| Simple accommodation license (basit konaklama) | A transitional license for older permitted properties, introduced in 2021 |
| Tourist rental permit for homes | Short-term rentals of houses and flats under Law No. 7464, not a hotel license |
You can start with an investment license and convert it, or apply directly for the operation license once the property is ready.
Which facility type are you?
The regulation lists hotels (one to five stars), holiday villages, boutique hotels, special accommodation (for example restored listed buildings), motels, guesthouses (pansiyon), apart hotels, campsites, rural tourism facilities and more. Each type has minimum standards. Apart hotels need at least ten units, for example, and campsites at least ten pitches or units.
The "simple accommodation" license is not a route for new projects. It was a one-year window in 2021 for properties already operating on a municipal permit, and since August 2026 it can only pass on by inheritance. If you are starting fresh, expect to apply as a guesthouse, boutique hotel or another standard type.
How to apply
- Get e-Devlet access. e-Devlet is the government portal. Companies apply through their authorised representative; individuals need a Turkish ID or foreigner ID number.
- Have the municipal permit ready. It is a core document for a direct operation license.
- Prepare the file. Typical items include the company registry (MERSİS) and tax numbers, a registered e-notification (UETS) address, the facility name, location, capacity, type and class, the title deed record and the months you open and close.
- Apply online through the Ministry of Culture and Tourism service for tourism operation and investment licenses. Paper applications are returned.
- Prepare for the inspection. If only documents are missing, you get a single 30-day extension.
We do not quote fees here because they change; check the current amount on e-Devlet or with the provincial directorate.
Marketing and your license number
Article 16 of the regulation says your promotion must match the license. The name, type and class you advertise must be the ones on the certificate, and you must not use star-like symbols that suggest a higher class. A property licensed as a guesthouse should not be sold as a "five-star resort" on its website.
Online listings are now tightly linked to the license. Since November 2025, Article 33 of Law No. 2634 fines businesses that advertise unlicensed accommodation online. It also requires booking platforms to verify each property's license number against the Ministry database and display it. Under the 2024 amendment to the Travel Agencies Regulation, agencies must do the same and may not sell unlicensed properties.
Your own website has no separate rule that we could find. Even so, showing the same license number in your footer and on the contact page keeps your channels consistent and reassures guests who check. We explain how we manage this from a single field in the panel on our hotel website page. If you take bookings and card payments on your own site, our guide to starting an e-commerce business in Turkey lists the tax, KEP and payment gateway steps.
If you rent out a villa or flat rather than run a hotel, you probably need the tourist rental permit instead; see our villa rental website article.

Frequently asked questions
What is a tourism operation license in Turkey?
It is the turizm işletmesi belgesi issued by the Ministry of Culture and Tourism. It confirms that a hotel, guesthouse or other tourism facility meets the standards in the Regulation on the Qualifications of Tourism Facilities.
Is the municipal permit not enough?
Not for accommodation. Under Article 5 of the Tourism Incentive Law No. 2634, an accommodation business that has a municipal workplace permit must obtain the Ministry license within six months of the permit date.
Can a foreigner or a foreign-owned company hold the license?
The regulation defines a tourism business as one run by Turkish or foreign real or legal persons, so nationality is not a bar in itself. Company set-up, property and work permit questions are separate and worth checking with a local lawyer.
How do I apply?
Applications go through e-Devlet, Turkey's government portal, under the Ministry of Culture and Tourism service for tourism operation and investment licenses. You need a Turkish ID or tax number and e-Devlet access to start.
Do I have to show the license number on my website?
The law requires booking platforms that market accommodation online to verify and display the license number. We found no separate rule for your own site, but showing the same number there keeps your listings consistent and reassures guests.
Is this article legal advice?
No, it is general information. Rules change often, so check the current texts on mevzuat.gov.tr and ask the provincial culture and tourism directorate or a lawyer about your own property.
